Founded in 2015, Independent Environmental Consultants (IEC) helps infrastructure, mining, and energy projects succeed by navigating complex regulatory requirements and high public expectations.

Don Gorber, PhD, PEng
Environmental Impact Assessment and ESG
Don has a PhD in Chemical Engineering, is a Notary Public in Ontario, and is a Registered Professional Engineer in Ontario, British Colombia, Saskatchewan, and Newfoundland. With nearly five decades of experience in environmental consulting, Don is a recognized leader in environmental and social impact assessment (ESIA) and Environmental, Social, and Governance (ESG). He specializes in managing large, complex, multidisciplinary ESIA studies, environmental monitoring programs, and community and Indigenous engagement. Don has been instrumental in advancing the ESIA process in Canada, contributing to pioneering projects such as the first private sector environmental assessment (EA) in Ontario, the first federal EA in Canada, and numerous cumulative impact studies for World Heritage sites and urban sustainability initiatives.
Paul Kirby, MSc, CET
Vice President & Principal Scientist – Atmospheric Sciences and Climate Change
Paul Kirby is Vice President and Principal Scientist at IEC, bringing nearly three decades of comprehensive experience in air quality, acoustics, light, and visual assessments, as well as environmental permitting, impact assessments, and sustainability strategy development. He has led and contributed to complex, multidisciplinary projects across all Canadian provinces and internationally in regions including Central America, the Caribbean, Europe, Africa, Asia, and the Middle East.
Kim Theobald, BSc
Senior Air Quality Specialist
Kim Theobald is a Senior Air Quality Specialist with over 15 years of progressive experience in air quality, meteorology, and climate services. She has played a key role in supporting environmental assessments, regulatory permitting, and licensing applications across a wide range of industrial, commercial, and institutional sectors, with particular depth in mining and power generation.
Jen Hodowsky, BSc, PEng
Senior Environmental Engineer
Jen Hodowsky is a Senior Environmental Engineer with over 10 years of experience in air quality, odour, noise, and vibration assessments. She has contributed to projects in power generation, mining, waste treatment, chemical and food manufacturing, metals, plastics, and pulp and paper industries. Jennifer also brings strong project management and quality assurance capabilities, supporting project teams through all stages of delivery to ensure high-quality outcomes.
Mehran Monabatti, PhD
Risk Assessment, Safety and Hazard Analysis
Dr. Monabatti is a Senior Risk Assessment Specialist at IEC with over 30 years of experience in risk assessment, process safety, and hazard analysis across a diverse range of industries. His expertise spans chemical and petrochemical manufacturing, transmission pipelines, power generation, oil and gas, petroleum refining, uranium and heavy metals mining, utilities, cement manufacturing, smelting, and steel production. He has worked on projects across North America, the Middle East, the Caribbean, and Africa, providing valuable risk management and safety solutions to both government and industrial clients.

Senior Environmental Engineer
Nick Shinbin is a Senior Environmental Engineer with over 18 years of specialized experience in environmental acoustics, vibration, and air quality impact assessment. He has supported a wide range of projects across Canada, spanning infrastructure development, resource extraction, manufacturing, and municipal services.
Barrie Lawrence, BSc
Senior Air Quality Scientist
Barrie Lawrence is a Senior Environmental Scientist with over 30 years of expertise in air quality, meteorology, and emissions analysis. As a former regulator for the Government of Newfoundland and Labrador, Barrie was instrumental in developing the province’s Air Pollution Control Regulations and key technical guidelines, including provincial modelling and airshed management tools that continue to inform regulatory decisions.
